The E.U. enlargement is a major political and economic event and opens a set of questions concerning European perspectives. What should be the currency regime of new member states? What impact will the enlargement have on the standard of living, growth and convergence in the current and new member countries? How will the enlargement affect the mobility of labour and capital? Will factor mobility help reduce or reinforce disparities between countries and regions? And, finally, do institutions matter as much as economic policy? One year before enlargement will take place, ROSES (University of Sorbonne and CNRS) launches a conference on these topics.

 

Liberalisation and stabilisation in transition European countries were expected to favour both the emergence of a sound macro-economic environment and a catching-up process; indeed countries’ growth rates have been higher than the European average growth during the first transition decade. Furthermore the hypothesis behind EU enlargement is that growth will be enhanced by the new institutional arrangement, and that the new member-states will gradually catch-up with the level of the EU GDP per head. This catching-up process depends however on a series of determining factors. The conference will focus on three topics which under the current enlargement are likely to have an impact on growth.
